His work centers on software modernization, application architecture, developer enablement, DevOps practices, accessibility, and design standards that help teams deliver reliable, effective, and sustainable solutions at scale.

With over 20 years of experience in technology and software delivery, James brings a professional background spanning software development, enterprise architecture, and engineering leadership for modernization initiatives. He is committed to advancing practical standards, shared capabilities, and long-term approaches that strengthen how technology teams design, deliver, and support digital services.

James holds a degree in Computer Science from Louisiana State University and is passionate about improving government technology through thoughtful architecture, modern engineering practices, and a strong focus on usability, accessibility, and maintainability.
