The Office of Technology Services (OTS) is actively transforming Louisiana government operations by modernizing systems, processes, and services by adopting modern technology, driving data-driven decision-making, and prioritizing citizen-centered design. We move beyond simple software upgrades to fundamentally change how our agency works. OTS is ensuring we deliver on our mission more effectively and reliably to the current and future needs of our citizens.

Modernization Examples

Office of Motor Vehicles (OMV)

OMV is investing $54 million as OTS modernizes the OMV’s systems, replacing a 50-year-old mainframe. The new technology will improve online access and add automation and fraud prevention tools. A modernized driver’s license system is expected in 2026, with a new vehicle registration process to follow.

Louisiana Department of Transportation and Development (LaDOTD)

LaDOTD began working with OTS to onboard IBM FileNet with OTS, standardizing its document management with modern records management capabilities. LaDOTD also uses technology for highway advisory radios, vehicle detectors, and other traffic management systems.

LaMEDS

Playing a crucial role in developing and implementing LaMEDS, the state’s automated Medicaid eligibility and enrollment system, OTS is managing LaMEDs critical infrastructure, procurements, and automation.
