OTS is the centralized IT partner for all state technology needs and the gatekeepr for IT vendor contracts.

The Office of Technology Services (OTS) is Louisiana’s central IT provider. Instead of each state agency running its own IT, OTS delivers services like networks, data centers, applications, phones, and security.

Our Role with Vendors

OTS is the gatekeeper for all IT vendor contracts. OTS serves as the sole centralized customer for acquiring, billing, and record-keeping of all IT systems and services provided to state agencies. This includes reviewing, coordinating, approving, or disapproving agency requests for IT procurement and establishing master purchase contracts with individual manufacturers.

OTS provides equipment. OTS centrally procures items including PCs, laptops, monitors, printers, tablets, GIS workstations, networking equipment, wireless access points, video conferencing equipment, software, and any IT consulting or support services.

OTS coordinates vendor billing and payments. OTS staff work directly with vendors on billing and payment, reconciling discrepancies with accountants, managing monthly and quarterly billings, and verifying that contracts meet required performance standards before approving payment.

OTS monitors vendor performance and activities. OTS works with OSP and their use of Procurated, a supplier rating platform built for public procurement, to gather feedback on vendor performance and help agencies find qualified suppliers.

Get in through OSP. The Office of State Procurement (OSP) ensures that the state’s contracting and purchasing activities are conducted legally, fairly, and efficiently. OSP welcomes vendors to do business with the state.
