The Office of Technology Services partners with vendors to serve Louisiana in structured procurement and contracting processes.

Vendors provide critical goods and services that help the State of Louisiana deliver programs and support to residents. The Office of Technology Services (OTS) serves as Louisiana's central IT provider and sole centralized customer for all IT vendor contracts — reviewing, coordinating, approving, and managing procurement of hardware, software, networking equipment, and IT consulting services on behalf of state agencies.

To do business with the state, vendors should start with the Office of State Procurement (OSP), which oversees that contracting and purchasing activities are conducted legally, fairly, and efficiently. Vendors who qualify under Louisiana's Small Business Programs may access preferred contracting opportunities. Once engaged, vendors work through the OTS Invoice Portal to submit invoices, upload documentation, and track payment status throughout the billing process.

OTS coordinates vendor billing and performance directly — reconciling discrepancies, managing monthly and quarterly billings, and verifying contracts meet performance standards before approving payment. OTS also works with OSP and the Procurated supplier rating platform to monitor vendor performance and help agencies identify qualified suppliers.
