OTS Publishes First State AI Policy

Louisiana publishes its first statewide Artificial Intelligence policy, establishing guidelines for AI use across government operations.

BATON ROUGE, La. - Louisiana publishes its first statewide Artificial Intelligence policy, establishing guidelines for responsible and ethical AI use across government operations.

The policy permits state employees to use AI systems to enhance public service efficiency while prohibiting unauthorized entry of confidential data, including passwords, credit card numbers, and health records—into commercially available AI platforms.

State workers cannot use AI to independently make business decisions in areas such as enrollment, employment, program eligibility, finances, legal compliance, law enforcement, or welfare without prior authorization. The policy also bans using AI to bypass security controls, create malicious code, or generate illicit content including deepfakes, misinformation, and phishing materials.

All AI-generated content must be clearly labeled, and human verification is required before any AI output informs decision-making. A designated human owner must review and approve AI-assisted work, with accountability resting on that individual.

The policy mandates that state employees use only state-approved systems, accounts, and equipment for AI-related work. Users must opt out of data collection and model training features when available and cannot infringe on copyright or intellectual property laws.

All AI-generated outputs created on behalf of Louisiana become state property, with users waiving ownership or authorship rights.
