Catherine Shain serves as Administrator of Network Communication Services for the State of Louisiana’s Office of Technology Services (OTS). In this role, she leads the planning, delivery, and management of the state’s enterprise network and telephony infrastructure, ensuring secure, reliable, and efficient connectivity across agencies. Catherine works closely with technology teams, telecommunications and infrastructure vendors, and agency partners to support statewide operations and advance OTS’s mission of providing modern, cost-effective IT solutions for Louisiana. She is committed to strengthening the state’s digital foundation and supporting innovative services that improve outcomes for both government and citizens.
