Meet Donna

Donna is a technology leader with over 20 years of service at the Office of Technology Services (OTS), recognized for her expertise in telecommunications, dedication to public service, and commitment to innovation. She has built a career transforming complex challenges into strategic, results-driven solutions.

How She Started

Donna began her career at OTS in 2005 and has advanced through key roles, including Telecommunications Technical Analyst, IT Telecommunications Technical Manager and IT Statewide Manager. She played a pivotal role in modernizing the state’s communications infrastructure, leading its first Voice over Internet Protocol (VoIP) implementation and service management practices, modernizing how agencies communicate.

Where She Is Now

Today, as the Statewide Director of Service Management within Network Communication Services, Donna manages a multi-million-dollar communications portfolio and provides strategic oversight of network and voice services supporting over 50,000 users statewide. She leads teams responsible for the full-service order and voice service delivery lifecycle, from customer requests, consultation, to design and provisioning, deployment, billing, and audit support, while collaborating closely with Edge and Core Operations teams to ensure seamless, timely service delivery.

Her leadership, vision, and commitment continue to strengthen the state’s technology and communications services, driving innovation and delivering reliable solutions for agencies and the constituents they serve.
